Inspector (EU module 26)
The starting point for laying out contents will be discussing with the European Commission the possibility of the target audience being widened to include not only the persons carrying out inspections under Article 34, but also potentially Animal Welfare Body members with the task of carrying out routine inspections at their establishments, to preventively identify issues and also to prepare for inspections by the Competent Authority. Also, and while the target audience is expected to have a good understanding of the care and use of animals in scientific procedures and the legislation covering such use, the likely diverse background of inspectors should be taken into consideration, and adequate references to bridge said gaps should hence be listed, and links provided. Moreover, the breadth and depth of the contents covered will be reflected upon and discussed prior to module development, although it will of course cover the fundamental principles of design, conduct, and reporting of inspections. The main guidance for this module will be Appendix V of the Education and Training Framework guidance document, along with the guidance document on Inspections and Enforcement. The ample experience of the experts assigned to this module will serve as a basis for presenting practical scenarios, as examples, after covering the main theoretical basis.
